I'll bet you also get different lists between WRKOUTQ and WRKCFGSTS *DEV *PRT too. The one's that don't show up with WRKWTR are probably set up as remote-outqs. If they are, then they will use remote-writers, so you'll need to do WRKWTR *ALL to see them. (The default is *PRT)
