How to determine a bottleneck on a process

We have a web based application that is interfacing with an AS/400 via
Communications Framework.  The scenario is someone types in their driver and
vehicle information and submits it.  The information goes to the AS/400 and
calls a program that does the rating.  This is the same engine that does our
rating when we run cycles and rate policies interactively via green screen.

Now, it is taking about 10-30 seconds to rate a policy.  It takes that long
via green screen too, but was never an issue before.  Our vendor says other
customers don't have that long of a processing wait.

Is there a way to see why the system is taking so long to rate?  Like if it
needs more processor, RAM, something with interactive, etc.
