Performance Tools will go a long way on figuring out what's going on. Thirty seconds is a "life time" sitting in front of a terminal. It sounds like you have a problem of some sort. Ask your vendor what other customers of a similar size are running in terms of processors.... I'm not familar with Communications Framework.
