David,

You might look at LMTCPB(*PARTIAL) to see if it would do what you want.
The user could still enter commands without restriction.

If that doesn't work, you could create a routing program in the
interactive subsystem for the users whom you wish to restrict, and then
force them to the menu or program on their user profile.
