The traditional way is to set the PWDEXPITV parameter on the user profile
to *NOMAX.  If this is what you're doing and passwords are still
expiring, then either you need some PTF's or something is happening that
you are not aware of.

Is it possible that people are invalidating their user profiles and
confusing this with password expiration?  Perhaps some person or program
is updating the PWDEXP parameter on user profiles to *YES.

Can you be more specific in what you've done and seen?

Turning on security auditing would give you a definite audit trail if
you're finding no indications in the history log.
