If your FTP client 'locks up' while doing things like put, get, ls - in fact 
almost all of the FTP sub-commands should lock the session - the most probable 
cause is that either the server or the client cannot create passive ports for 
listening for data channel traffic.

As you've already said, FTP from a PC client works OK, so it looks like the 
iSeries is not allowing the creation of these ports. Or, as Chris was probably 
hinting at, there is something in the middle (firewall, router, switch, etc.) 
that isn't in-between the PC and the FTP server, that is blocking the traffic 
on these ports.
