Update on my file transfer problem.  After a couple days of file transfers 
working then not working then working again, I went to my client on Tuesday and 
found that suddenly people using client access could not connect.  Some were 
connected but if they disconnected, they could not re-connect.  Fortunately for 
the emails below, I checked QUSER and the max storage was indeed at 3196.  I 
changed it to *NOMAX and everything started working again.  Users could connect 
and file transfers worked!!!!!!  Thanks All!

        The point about checking that QUSER has MAXSTG(*NOMAX) is a good one.  
A 
        long time ago in a cornfield far far away, IBM used to ship AS/400 
systems 
        with MAXSTG(3176) for QUSER, and if these systems have been upgraded 
over 
        the years this may not have been changed.
        
        There are also some V5R2 PTF's that may help - SI08923, SI08871 & 
MF30604.

        Also, a less drastic solution than an IPL or ENDTCP *IMMED and STRTCP

        this problem occurs and nothing else seems to be helping:
        1) ENDHOSTSVR ALL
        2) DLTUSRSPC QUSRSYS/QYSMSVRE
        3) STRHOSTSVR *ALL

        I've had this type of error when the staff restored some libs after 
        upgrade without excluding
        QGPL and QUSRSYS. Afterwards nearly all TCPIP "prestarted jobs" seemed 
to 
        start and
        then stopped immediately after. I reinstalled option 12 of SS1 and 
        TC1-licpgm, and  it worked
        again, using CA Express V4R4, V4R5 and V5R2, no difference.
        If having problems with CAWIN connections, always check on QUSER 
profile, 
        max storage
        should be *NOMAX, look if it is not *DISABLED and refresh the password.
