I've had this type of error when the staff restored some libs after upgrade 
without excluding
QGPL and QUSRSYS. Afterwards nearly all TCPIP "prestarted jobs" seemed to start 
and
then stopped immediately after. I reinstalled option 12 of SS1 and TC1-licpgm, 
and  it worked
again, using CA Express V4R4, V4R5 and V5R2, no difference.
If having problems with CAWIN connections, always check on QUSER profile, max 
storage
should be *NOMAX, look if it is not *DISABLED and refresh the password.
