Albert,

I'm out of thoughts.

Aside from your misbehaving application which only seems to work from one
interface, how are you determining that both interfaces aren't being
used?

Another thought that occurs to me, although I would not know how to check
it out, is that outbound load-balancing might not kick in until some
performance threshold is reached, and that during your testing, you
haven't reached that threshold.
