I don't know if this is your problem or not, but if you go into iSeries
Navigator on the target system -  Network - Servers - TCPIP - Telnet
Properties.  In the Telnet Server properties you can configure telnet to
always require signon.  Perhaps you just need to turn that off (or
perhaps it's just another way to get to the QRMTSIGN system value).
