More than likely there are some system tasks running that don't show up
in a WRKACTJOB.  If you have it, WRKSYSACT will usually reveal the
system tasks & their resource utilization.  IIRC, WRKSYSACT comes with
performance tools.  Hopefully someone can confirm this.

Hi all,

Can anyone tell me why our CPU % usage reports very high usage even
though all the jobs usage on the system do not even come close to the
reported usage when I use WRKACTJOB to view the jobs???  We are running
a 170 on V4R5..  The system seems to becoming very slow over the last
couple of weeks...
