Neil, The R2 retry limit is an attribute of your TCP/IP configuration. We were getting these as well, I wasn't sure whether it was a problem with the 400 or a remote router configuration problem. What I did on the 400 was to CfgTCP, option to change the attributes, and set most of the attributes to *Dft. We don't have the problem anymore, but I can't say definitively this fixed the problem.
