An exit program on the FTP signon server may be utilized to set the
current directory.  Look at format TCPL0200 at IBM's info center.

I was searching through the archives on how to have someone come up into
a 
default or initial ifs directory when using ftp instead of into their 
default library.  Some not-too-hopeful discussions were going on here:
