ftp to an initial ifs directory

I was searching through the archives on how to have someone come up into a 
default or initial ifs directory when using ftp instead of into their 
default library.  Some not-too-hopeful discussions were going on here:

I was wondering if anyone had any updates?

I am running V5R2.
