I use an exit program attached to Exit Point QIBM_QTMF_SVRLOGON (Exit Point Format TCPL0100) to specify the library a user is defaulted to when they FTP to the system. I don't believe this Exit Point will allow you to specify a directory. I then use an exit program attached to Exit Point QIBM_QTMF_SERVER_REQ (Exit Point Format VLRQ0100) to limit the libraries / directories that a user is authorized to.
