When downloading files from the IBM FTP site using a web browser, you need
to have Passive FTP mode set on your browser...

ON IE 6.0:
Tools > Internet Options > Advanced Tab,

Then scroll down and check the "Use Passive FTP (for firewall and DSL modem
compatibility)

Until I set this option, every time I tried to download a file it locked up
and didn't transfer anything.  After making this change, everything worked
smoothly.

It took me approximately 4 hours over a RoadRunner broadband connection  to
download approximately 1.8 G of PTF images.
