I have no idea what's wrong with your network.  My ping time is regularly
0ms, which I assume means under 1ms.  There's something strange about a
network that requires 12ms for a local ping.

Yeah, they're called HUBS.  Seriously people, a switch goes for < $80 at
Office Depot, pony up the cash and save your network from ALL the broadcasts
and collisions.
