Michael, I respectfully beg to disagree, consultants are asked questions ( to which we hope they have answers that we do not ). *Analysts* confer with users and ( or as in our situation a business Analyst sits with the programmer analysts ). The "coder" translates specification to computer models ( and views and controllers :) ). To elaborate, in our last assignment, The consultant was asked a question "What is the industry best-practice for communication security ?". He did not ask the users what kind of reports they required or generate requirements documentation. Our analysts talked to the customers and figured out what kind of reports were missing and what they required to do their jobs better. Our "coders" took the specifications and converted it into RPG. Which is why I consult at a couple of small places, and tell them how to do things, or where to look for answers and I am a programmer at other places where I *do* things.
