And if you are paying a "coder" in India, Russia, China, or wherever only $ 25.00 per hour or less to produce the work, you are probably going to get crap code" I am not sure that this is true. If I may presume, once the cost of living, exchange rates and other indices are taken into account, you are probably going to get the best "coders" you can for $25.00 an hour. Whereas, it is true that you would not get a reasonable programmer living in America for that value, I think it is wrong to assume that you could not elsewhere. The best example in this context is a buying a house on three-quarters of an acre in Manhattan vs buying the same in Mexico. Guess which one is going to be more expensive ? Same house, same value, different location, different buying power. Economics 101.
