Mel Beckman had an offer to send a .pdf paper

The link I provided in the last issue for the white paper entitled
"Over-Zealous Security Administrators Are Breaking the Internet" has
gone bad. The paper is currently not online, as far as I can tell.
However, if anyone would like a copy, e-mail me at

Mel sent me the copy and it lays out a good case for proceeding carefully
with
blocking ICMP.
