If you know that your OS, PTF's, and Licensed Programs match I would not
touch those.  I would focus on getting program and user data libraries over.
To do that I would recommend that you have the freebie part of OS/400
installed called ObjectConnect.  In V5R1 it is OS/400 Optional Part 22.  You
then have commands such as SAVRSTLIB and SAVRSTOBJ that you can use to move
this stuff from one system to another, no tape media involved.  It's all
done over the network connection between the two systems or LPAR's.

At some point you have to deal with QUSRSYS and QGPL library contents.  A
quick inventory of these libraries will let you know what objects need to be
restored....That can be done with SAVRSTOBJ that is part of ObjectConnect.

I have done this more than once on a 720 4-way that was LPAR'ed to refresh
data for developers getting ready to start a new release of a software
product.  It worked great for me.  Since we had OptiConnect (this costs $$$
and not to be confused with ObjectConnect) up and running between the
LPAR's, the stuff never went out over the network, it was an AS/400 internal
thing via OptiConnect.

This meets your rules of engagement for quick and cheap to get things from
point A to point B.  Hope this helps!
