I don't know why you're getting the error, but I can tell you what it
means...   10061 is the Winsock error "WSAECONNREFUSED".  It is returned
by the Windows Sockets library to indicate that a connection was refused.

Why IBM didn't bother to give you a more meaningful error message is
beyond me.

Most likely there's a program that needs to be running on your iSeries.
Something that "listens" for your Operation Console to connect to it.
Since it's not running, the computer can't accept these connections.

But, as I don't use Operation Console, I don't know what that program
might be.  Someone else can help, I'm sure.
