Has anybody dealt with some of the IBM "back office support" folks lately?
About a year ago I had a support contract issue I dealt with for a client.
The conversation started in Dallas with somebody with a strong Hispanic
accent. After asking this lady several times to repeat herself more slowly,
and even asking her to spell some of the words she was saying, I gave up and
asked for a duty manager. The duty manager was understanding enough, but
said that she was stuck with what she got. when I explained the problem, she
transferred me to another department. This one was located in Atlanta, and
the guy who answered the phone there had a Jamaican accent that would
confuse Bob Marley. I conferenced this call back to the client's marketing
rep (also in Dallas) and when he listened in on the conversation, he was
appalled at what he heard.

Shouldn't there be a requirement for fluency in English and the ability to
make yourself for some of these jobs?

My great grandparents traveled by ship to this country around the turn of
the century from Norway and Sweden. I once asked my great grandmother why
she didn't speak Norwegian anymore. Her response was that when she got off
the boat, the unspoken rule was "speak English or go hungry".
