Is the PC running MS Windows. If so you will need to activate a suitable
line printer daemon that supports IP. I don't know if Windows has this
service. In Windows most printers are 'exported' via NetBios which the
AS/400 won't talk to.

I have a similar set up. I print direct to an HP895c using a remote outq
. However the intervening PC runs Linux and I have no problems. I have
had no success what so ever trying to get this to work with Windows.

Under linux the name of the remote output queue is important, and it is
case sensitive. Also an entry for your AS/400 must be added to
/etc/hosts.lpd

I just found out that:

a) Printer is directly attached to a PC, no "little boxes" in between.
b) On the IBM documents, the equivalent for the HP DeskJet 970Cxi
is the HP500 on the MFRTYPMDL parameter.

I did ENDWTR and STRRMTWRT again, but nothing happened.
I did turned off / on the printer, but nothing happened.

I will keep on trying...
