For the duh statement, you know the password will be what it was when it
was SAVED.

How about system value QSECURITY to a 20 if an older release even a 10, not
sure what this will mess up but if you are reloading the system anyway.

The only time I used RSTUSRPRF I used RSTAUT also, not sure if that would
help, since it restore the authority on an object.
