Well I hate to say this, but I suspect that RCLSTG will get it back.  IBM
gave me hell today for advocating RCLSTG so aggressively last week.

I am building a test system and after restoring user profiles from tape the
QSEOCFR user profile is gone. The user profile that I was using now doesn't
have authority to recreate it.

Is there any way to create QSECOFR is I IPL to manual mode?

I would prefer not to reload the system if possible.
