I finally did track down the (new) QSECOFR password. The RSTAUT didn't help
so now I am running a RCLSTG to see if that does the trick.

How about system value QSECURITY to a 20 if an older release even a
10, not
sure what this will mess up but if you are reloading the system
anyway.
The only time I used RSTUSRPRF I used RSTAUT also, not sure if that
would
help, since it restore the authority on an object.
