Check out www.dyndns.org and www.mydns.org they both specialize in helping users with Dynamic address assignments. Use an SNMP trap monitor or any other a dozen other tools referenced on this site to handle the issue. The only major problem occurs when you have a prolonged outage and the published address gets pushed somewhere else, and people connecting to you end up at another site...
