The rest of your problem is very real, but I believe you could have local
DNS servers where you could immediately change the entries when the new IP
is known.   The 12-hour wait would then become moot.

I don't mean to interrupt, but I face the issue of sporadically changing IP
addresses with my website which runs over a DSL line. Every now and then I
realize it's down and discover that my friends at Comcast decided I needed
some excitement in my life. Then, the 12 hour wait for the DNS entries to be
broadcast... So what is this service you mention that could help me with
this? I thank you in advance...

You have receive lots of good answers, dial up PPP is probably the
easiest to implement. Is it a long distance call between the 2
locations? What if each side connect (via dialup) to the internet and
then start a VPN connection, or telnet without VPN. The one challenge
you will face is the dynamic IP address issue, but there are services
that can help with this. I guess it depends on how long each day you
plan to be connected. If might be very cost effective to put a DSL line
on each side.
