The limit has never been 5000 bytes.

The maximum size of a character CL Variable on the S/38** and early AS/400
was 2000 bytes.  That was expanded to 3000 at VRM130 and then to 9999
bytes at VRM211 where it has remained (however the initial value is still
restricted to 3000 bytes).  The 9999 byte limit was probably based on the
limit of the maximum field size/record length in OPM RPG.  Note that
variables larger than 9999 can be passed 'through' CL to programs in other
languages that can handle larger values (e.g., PGM A declares 32K var,
passes to CL, which simply passes it on to PGM C)

**I have some vague recollection that way back in the dim, dark, dusty,
days of the S/38 there was a limit of something small like 256 bytes
however it was 2000 bytes by CPF 8.0
