Linoma Software has a product called Surveyor/400, that is a
Java-based GUI that runs on PCs (anywhere Java runs), and I
believe it can do pretty much everything you are looking for,
including "file edit" and also FTP...

Visit their web site at www.linomasoftware.com for more info.

They even offer a free "download" and a free single-user license,
so you can "try before you buy," to see if it will work for you.
