GO SAVE option 21 has a start time. There is a TAA Tool that has a start time and date. Both require that you tie up the console for this function. For technical reasons, a SAVSYS requires a restricted state, and I do not see IBM changing this requirement. High end customers indicate that they can do a SAVSYS, omitting user profiles and config in under five minutes.
