This is because a delimited file does not need the leading zeroes. Numeric
values do not have the quotation marks around them, just commas.

Can you use fixed length, since they can handle trailing blanks?

Or try making a logical that changes the data type to alpha - does this
work if the number is packed? - and do the CPYTOIMPF from that logical file.
