T&M for IBM Hardware service?

Folks:

We've got a 400 in our UK office that is having a bit of a problem ... we
don't have a support contract on it.

Is it possible to get Time & Materials support on a system in the UK?  I'm
pretty sure it's possible in the US, but our UK office is being told no.

'course, I could be wrong about getting T&M support in the US ... never
having had to do it (always have had some sort of a support contract).
