What if you created a dictionary of invalid numbers?  Populate with clearly
bad numbers, then have it auto-populate with new bad numbers as discovered?
Sounds to me like a wonderful little application to create, then attach as a
trigger program to all SSN fields in your system.

(I.E. - A clerk enters an SSN on a screen and we want to be sure that the
clerk didn't enter '123-45-6789' or some such nonsense.)
