Rob: The modem speed is not the only dtermining factor whether 2 modems will connect. You can not use a sync modem at 9600 to talk to an async modem at 9600. You also can not get a 9600 BSC to talk to 9600 SNA. The IBM modem does not do 208. There are very few modems that support the Bell 208 standard, and even fewer support it with v.25bis autodial. I know that UDS made one a few years back. You really only have 2 choices, use 9.6 and pay LD or 800 service, or manually config the AS400 to use the 4800 modem since the Harbinger software will not config it any more.
