my guess is that your novel server is not running ftp services (if there is such a thing) that's the same message we get when going to an NT server and we forgot to turn on that service. Otherwise the short answer is yes (the as/400 can ftp to any other platform - as long as the receiving platform can accept and process ftp) - to test, hit a dos prompt and try to ftp to novell.
