I would think Job Accounting would do what you are looking for, although the "system down" part is gonna be a little tough. The Job Accounting will certainly trap all jobs and run times. Qhst also holds a good bit of data, but it is a little more difficult to report out of. Given that the 400 is "Up" a great deal more than "down", a manual log might be a easier solution.
