Generally there is a limit to the number of concurrent VPN tunnels, assuming that the router supports VPN passthru at all. You need to check the router specs very carefully. You don't need the router to be able to function as a VPN client, but you do need the router to support VPN passthru with at least two concurrent tunnels. Also, it needs to support the kind of VPN being used: PPTP, IPSec, or whatever.
