Rob, The estimate I gave in my example was based on experience, faster controllers, higher rotational speed, and a desire for a little more room. It was an off-the-cuff example which mirrors some direct experiences I've had. I'm aware of no differences in seek times, data transfer rates, on-board cache, or rotational speed between the 8.5 and 17 GB drives.
