When you look at the file attributes using WRKLNK you see the CCSID which
isn't, strictly speaking, the code page, is it?  It still points you in the
direction of whether you've created an EBCDIC or ASCII file.  The API is
more appropriate since he was looking for a programmatic solution anyway.
My personal recommendation would be to find a product that doesn't store
your report data in two places, but that's not a very practical suggestion.
