I think you could use the CPY command to convert any STMF to the CCSID (or
code page) you want. The command will take whatever is the original CCSID
and convert it to whatever you specify:

CPY OBJ('\lawsondir\lawsonfile.txt') TODIR('\yourdir') FROMCCSID(*OBJ)
TOCCSID(*PCASCII) DTAFMT(*TEXT)

*PCASCII is the Windows character set, *STDASCII is the old PC DOS one

You don't need to worry what is in the original.
