Just to clarify a few statements (and try not to throw gas on the fire)...
Partnerworld members (formerly PID) are IBM Business Partners.
There are several "tracks" and "levels".
PartnerWorld for Developers - Members (free), Advanced, and Premier.
Personal Systems  (PC Sales)
Software (IBM & Lotus Software)
Systems & Services
Consultants & Integrators
Service Providers
Web Integrators

I think sometimes we confuse Systems & Services with "Developers".
I'm able to participate as an IBM Business Partner at the "Members" level
of the Developers track. I can call myself a BP (but cannot use the BP logo
unless at Advanced or Premier). I have no hardware quota. I can get software
and hardware for "development, demo, etc" at huge discounts.
It has cost me a fair amount of patience, but no money so far.
