There is a difference between PM/400 and Performance Tools/400.
WRKSYSACT is part of Performance Tools/400.

Your's probably says 5769PT1 V4R5M0, but you get the gist.

If you want the freebie version of WRKSYSACT you can fire up Operations
Navigator and go into the Management Central portion.  There are a lot of
tools in there for performance.
