It depends.  If you are only going to reorganize one PF, this buys you
nothing.  If you are going to reorganize a network of related files with
multiformat logicals or joins, I would remove all the LF members (using the
RMVLFM command) first, then reorganize all the PF's, then re-add the LF
members (using the ADDLFM command) after.

If you didn't do this first, the multiformat logicals and joins would
repeatedly be rebuilt.  If you are lucky enough that these files all share
access paths with existing PF's (including the ones you rebuild), you are
OK.  But it is more likely that they have some access paths of their own,
and this would make these access paths rebuild repeatedly.
