Steven, Thanks for the tip, however it only seems to work if the offender is sitting in Domino at the instant I "tell router quit". If it is out to MSF and on its way back it isn't available to delete and it doesn't show up over time while router is down. This looping is unfortunately pushing the router task to 40% of CPU. BTW while looking at the path you indicated I noticed the outbound folder and that there were 1.31MB of files going back to December 1999 out there. Is there a cleanup for this or is it safe to manually delete them as well while the router is down?
