Wait for the D100 xxxx (usually D100 0298 if I recall correctly - maybe
it's D600 0298 ?) to disappear from the display, and the 01 B (or 01 A is
that's what you selected) to appear in the display.

You know on a PC with Windows, when you shut the sucker down, if it is
working right, you get a screen saying something about Ok to power your
computer down now & you don't get that screen until after waiting what
seems
like unreasonable long time?

Well the 400 similarly has data in cache that is written to hard disk when
you shut the sucker down.  The way I tell with ours is if there is not
another source of noise in the room, you can kind of hear like a sound of
something shutting down, very faint background noise, then I wait a few
minutes more, just in case there is stuff shutting down that I cannot
hear.
Perhaps there should be some lights or indicators I should be looking at,
such as indicators on the UPS.

When the screens go blank, that's just system going to restricted state,
there's a lot more time before it has actually shut down.

Do you ever do an IPL power down with immediate restart?
How long does that take?  20 min 30 min?
You have to figure that a one way trip is going to take at least 1/2 that
long.
That is not actually going all the way down.

Show the IBM hardware guy these e-mails & ask him HOW CAN YOU TELL if you
have waited long enough.
