In anything pretending to be an "Information Center", various weightings must be used, multiple types of indexes should be maintained, etc., etc. And that Infocenter simply seemed to use the barest minimum technology. I have no idea what is actually behind it, but I have a good grasp of how useful it's been. It looks like a duck to me and it sounds like a duck to me and I'd swear it walks like a duck.
