We use ECS to download PTFs, report problems to IBM, etc. If so, I know in N.A. you normally have to use IBM for hardware service to be able to use ECS. Or maybe it's a v5 thingy (totally unrelated to ECS), with which I have no experience with. Sorry I couldn't be of more help.
