There are a couple products that use RPG for Windows apps - ASNA's Visual RPG, and IBM's own Visual Age for RPG. neither of these create AS/400 apps. IBM has CODE/400, I think (still?), that lets you edit and do some precompilation on the PC. The apps go on the 400. There's also the Baby set of products, from California Software. Have never used, just have seen them for years.
